Description:

The HR Manager provides leadership and strategic oversight for all Human Resources functions, ensuring HR operations support the organization's mission, compliance obligations, organizational culture, and workforce objectives. This position is responsible for leading talent acquisition, employee engagement, employee relations, performance management, compliance, daily HR operations, and supporting organizational development while overseeing the Human Resources department and supervising HR personnel. The HR Manager serves as a strategic partner to executive leadership by developing departmental goals, driving continuous improvement initiatives, monitoring organizational metrics, and recommending workforce strategies that support organizational success. The role leads and manages the LIFE Wellness Program, oversees organizational HR initiatives and special projects, and provides leadership for complex employee matters, including Americans with Disabilities Act (ADA) accommodations, Family and Medical Leave Act (FMLA) administration, workers' compensation claims, interactive processes, and employee relations issues. The HR Manager ensures the Human Resources department operates efficiently, compliantly, and in alignment with organizational priorities while fostering a positive workplace culture and exceptional employee experience 


Key Responsibilities: 

  • Lead the Human Resources department in support of the organization's mission, strategic priorities, and workforce objectives. 
  • Serve as a strategic partner to executive leadership by providing guidance on employee relations, talent management, organizational development, workforce planning, and Human Resources best practices. 
  • Oversees talent acquisition efforts, including recruitment strategies, workforce planning, hiring processes, onboarding, and retention initiatives. 
  • Oversee employee personnel records and Human Resources documentation to ensure accuracy, confidentiality, regulatory compliance, and audit readiness. 
  • Supervise, coach, develop, and evaluate Human Resources staff, including assigning work, establishing priorities, monitoring performance, and fostering professional growth. 
  • Provide leadership and support throughout recruitment, interviewing, selection, onboarding, and separation processes to ensure consistency and compliance.  
  • Oversee pre-employment screening, employment verification, and hiring compliance processes. 
  • Ensure employment eligibility verification processes are completed in accordance with applicable regulations. 
  • Lead and facilitate new employee orientation.  
  • Ensure organizational compliance with all applicable federal, state, and local employment laws, regulations, accreditation standards, and internal policies.  
  • Develop, review, implement, and recommend improvements to Human Resources policies, procedures, and department workflows.  
  • Monitor employment-related compliance requirements, licensure, certifications, and organizational documentation to ensure ongoing compliance.  
  • Manage workplace injury reporting, workers' compensation administration, return-to-work planning, and related employee leave processes.  
  • Lead administration of FMLA, ADA accommodations, interactive processes, and other protected leave programs while ensuring legal compliance.  
  • Lead employee engagement initiatives by evaluating employee feedback, identifying trends, and implementing programs that improve employee satisfaction and workplace culture.  
  • Lead and manage the LIFE Wellness Program and support employee wellness initiatives and related organizational programs.  
  • Provide consultation and leadership regarding employee relations, workplace conflict resolution, investigations, corrective action, and performance management.  
  • Support organizational development initiatives and recommend Human Resources strategies that align with organizational goals and executive direction.  
  • Monitor Human Resources metrics and workforce trends while preparing reports, analytics, and recommendations for executive leadership.  
  • Coordinate Human Resources support for internal and external audits and implement corrective actions as needed.  
  • Lead or participate in cross-functional organizational initiatives, committees, and special projects as assigned.  
  • Maintain relationships with Human Resources vendors, benefit partners, training providers, and other contracted services. 
  • Performs other related duties as assigned. 

Minimum Qualifications: 

  • Associate's or Bachelor's degree in Human Resources, Business Administration, or a related  
  • Three (3) years of progressively responsible Human Resources experience required, including experience in employee relations, compliance, recruitment, or Human Resources operations. 
  • One (1) year of supervisory or leadership experience. 
  • Valid Level One Fingerprint Clearance Card (or eligibility to obtain). 
  • Strong computer proficiency, including Microsoft Office (Word, Excel, Outlook) and the ability to learn and effectively utilize Human Resources Information Systems (HRIS) and other software platforms. Working knowledge of federal and state employment laws, including ADA, FMLA, EEO, wage and hour requirements, and employment best practices. 
  • Proficiency in Microsoft Office (Word, Excel, Outlook) 
  • Excellent oral and written communication skills 
  • Customer Service Skills  
  • Ability to maintain confidentiality and exercise sound judgment when handling sensitive or confidential information.  
  • Demonstrated professionalism, diplomacy, conflict resolution, and problem-solving skills.Strong organizational, time management, and project management skills with the ability to prioritize multiple competing deadlines.  

 

Preferred Qualifications: 

  • Bachelor's degree in Human Resources, Business Administration, Organizational Leadership, or a related field.  
  • Professional Human Resources certification (SHRM-CP, SHRM-SCP, PHR, or SPHR) preferred.  
  • Experience supervising Human Resources staff or leading Human Resources functions.  
  • Experience in healthcare, education, behavioral health, or other highly regulated environments preferred.  
  • Experience with accreditation standards, audits, regulatory compliance, and personnel record management.  
  • Experience administering or supporting ADA accommodations, FMLA, workers' compensation, employee investigations, and performance management. Ability to lead organizational initiatives, facilitate change, and drive continuous process improvement.
